How to obtain

Silver Dahlia can’t be crafted — it’s a rare flower mutation you farm. Plant Black Dahlia on a Tilled Field (hoe-tilled soil) in light level 8 or higher (or under open sky). The flowers slowly spread onto adjacent tilled soil, and each new flower can mutate: roughly 1 in 30 become White Dahlia, and roughly 1 in 600 become Silver Dahlia. Keep a tilled patch of Black Dahlia growing and collect the silver flowers as they appear.

Mechanic: a planted flower on tilled soil tries to spread on random ticks; on each spread there’s a 1⁄30 chance of the colour mutation, and 1⁄20 of those become the silver variant instead.
